System Development Charges (SDCs)

Background: System Development Charges (SDCs) are fees assessed for new development of facilities, facility additions, and changes of use (such as changing a residential house into a commercial space). These fees are collected in order help offset the effect that projects will have on a community's infrastructure. City of Newberg manages SDCs for storm and sanitary sewer systems, water, and street systems. CPRD manages SDCs just for building new park and recreation facilities. By law, municipal agencies may only apply SDC fee income toward new development projects (and not operational or maintenance expenses). Two examples of how CPRD has applied income from SDC fees include developing Babe Nicklous Pool Park and Friends Park

The CPRD Board of Directors adopted a System Development Charge and the Construction Cost Index for Seattle methodology to calculate its fees by a resolution in 1993. That resolution was amended in May 2007, July 2017. The Board approved a scheduled annual increase at its regular meeting on June 23, 2022.

*At its Feb. 22, 2024 meeting, the CPRD Board of Directors voted by majority not to increase SDC rates in July as proposed.

Chehalem Park and Recreation District issues 90-day public notice pursuant to ORS 223.304 of the intent to modify its park system development charge.
