Jim has been a resident of the Newberg and Dundee area since 1980, and worked for CPRD during that time until his retirement as a supervisor in 2019.

Jim holds an associate's degree in Leisure Studies from Santa Monica Junior College and a Bachelor of Arts degree in Recreation Administration from Chico State University. He is also a graduate of the National Recreation and Parks Maintenance Management School. 

Throughout his career at CPRD, Jim wore many hats. After originally managing Chehalem Aquatic and Fitness Center, he then became supervisor of the parks department, and eventually completed his career in the role of a project manager. Jim was responsible for the development and upgrades to most of the parks, including construction of the skatepark and BMX track, as well as various facility projects including the Chehalem Cultural Center and the Chehalem Aquatic Center.

Currently, Jim serves on the Oregon State Parks Local Government Grant Committee.

Jim is an avid bike rider and hiker. He is known in the Newberg area for starting and coaching the boys' and girls' water polo program, and under his leadership, the team won 39 state championships for Newberg High School. Jim and his wife Melody have two sons, Taylor and Spencer.
