CPRD releases RFP for design and feasibility study of golf course clubhouse replacement

Chehalem Park and Recreation District (CPRD) announces a Request for Proposals (RFP) in order to obtain qualified professional services for the concept design, market analysis and feasibility study for the replacement of the clubhouse at Chehalem Glenn Golf Course, CPRD's award-winning golf course in Newberg. This design project will include the decision-making and design process of a new golf course clubhouse facility and associated site improvements.
The RFP window opened on August 4th and closes at 1:00 p.m. on September 1, 2025. Proposals will not be accepted after this time and date. Concept design and analysis are to be completed January 2026, with anticipated selection of alternative in February 2026. See the RFP for the full timetable for the RFP selection process. Design and permitting services are not included in this phase of the project.

A copy of the RFP is available while the submission window is open, in the CPRD Administration Office at 125 Elliott Road in Newberg and on the Bids and Purchasing webpage.

IMPORTANT NOTE ON PLANNED EXPANSION
The successful RFP respondent will analyze the existing golf course according to the existing plans for an expansion to 27 holes. All consultant work will assume that a 3rd nine holes is/will be constructed for the purposes of analysis.
Design of the third nine holes is not included within this RFP's scope of work. In 2019, CPRD hired John Steidel to design a planned expansion for an additional nine holes at Chehalem Glenn Golf Course - expanding from its existing 18 holes to a total of 27 holes. The RFP includes a general location map indicating where this expansion is planned to occur, plus details related to design of the addition.
ABOUT CPRD
CPRD is governed by an elected five-member Board of Directors and is managed by a professional staff. CPRD’s Board of Directors created the Golf Course Clubhouse Citizen Advisory Committee, comprised of citizen appointees tasked with providing well-researched recommendations regarding the new construction of a clubhouse at Chehalem Glenn Golf Course.
