The Board of Directors is an elected board of five. The Board meets at 6p.m. the fourth Thursday of each month, with exceptions for holidays. Public is always welcome.

The next regular Board meeting will take place at 6:00 p.m. on Thursday, March 26, at CPRD Administration Office at 125 S. Elliott Road in Newberg. The next work session will take place at 6 p.m. on April 9th at Ewing Young Park.

Congratulations Mike McBride, awarded the 2014 Service Award for the Board member category by Special Districts Association of Oregon. 

Additional Public Meetings: Special Work Session Schedule

The Board of Directors is meeting in special work sessions for the next few months, in order to devote time to focus on the Board's individual priorities, one per meeting. These meetings will be held the second Thursday of the month at 6 p.m. at the regular CPRD Board meeting location at 125 S. Elliott Road. (Regular meetings will continue on the fourth Thursday as usual.) These meetings are open to the public.

  • Sept. 11 - CPRD's new property on Parrett Mountain, Bob and Crystal Rilee Park
  • Oct. 9 - Chehalem Aquatic Center
  • Nov. 13 - Priorities, and Veritas School proposed Recreational Use and Easement Agreement
  • No meeting in December due to holidays.
  • Jan. 15 - Assessing the need for additional ballfields
  • Feb. 12 - Chehalem Glenn Golf Course
  • March 12 - Chehalem Heritage Trails (includes Chehalem Glenn Golf Course Trail)
  • April 9 - Trails (weather permitting for a walking meeting at Ewing Young Park) or Chehalem Cultural Center (in case of rain, inside park host home at Ewing Young Park)

About the Board

The CPRD Board of Directors includes five elected members. Terms are four years. Elections are held through Yamhill County every odd year; two members run on one odd year, and the other three run on the other odd year. In order to serve on the Board, you must be a U.S. citizen, a registered voter, and live within the geographic boundaries of CPRD (Newberg and Dundee). CPRD board meetings are generally held at 6 p.m. the fourth Thursday of each month at the CPRD administration office at 125 S. Elliott Road in Newberg, Oregon. The public is welcome. Questions? Call the office at (503) 554-0283.

The Board meets only if necessary in July, November and December, due to holidays and Newberg Old Fashioned Festival in July.

Don Loving

Forest Grove native Don Loving has a long history with CPRD, including coaching youth sports and participating in basketball and softball leagues. Don was also a driving force behind the creation of the Chehalem Glenn Golf Course. He has served on the board since 1991.  

Don graduated from University of Oregon with a B.S. in journalism and served as a radio news director and sports newspaper editor. Currently, he is Public Affairs Director for Council 75 (Oregon) of the American Federation of State, County and Municipal Employees.Don is also an elected member of the Deacon Board and treasurer of Family Life Church in Newberg.

Don and Anna Loving married in 1984 and have two adult children, Michael and Elizabeth.


Peter Siderius

Peter served on the CPRD Budget Committee for two years before he was appointed to the board. He has taught biology, ecology, and horticulture at Newberg High School for 18 years and oversees its remarkable horticulture program.

Peter is actively involved with many local civic organizations and has been intimately involved in numerous projects in Newberg, including beautification along main thoroughfares, educational outreach projects and various landscaping projects with the City of Newberg, CPRD and the Newberg School District.

"I find the work that CPRD does in our community to fit in with my interests and my desire to serve in my community," said Peter.

Bart Rierson joined the Board in January, 2014 (to complete the term vacated by Larry Anderson). 

Bart has been resident of Newberg since 1987. A current city councilor, Bart has served on Newberg City Council since 2006.

Bart has been involved with CPRD for years, serving as a CPRD Budget Committee and volunteer. He served as project manager for the Ford Family Leadership Class Chehalem Paddle Launch project, which has become the CPRD Chehalem Paddle Launch. He says his favorite CPRD projects are the Chehalem Paddle Launch and Chehalem Heritage Trails.

Bart's prior Civic involvement activities include Newberg Planning Commission, Newberg Downtown Revitalization Committee, City of Newberg Budget Committee, Newberg City Club Member, Graduate of Chamber of Commerce and Ford Family Leadership programs.


Mike McBride

Mike McBride has served on the board since 1983. He is a self-employed Farmers Insurance agent. He is also Chairman of Fundraising for Newberg Kiwanis, and has been voted Kiwanian of the Year twice.

Two of the board’s accomplishments Mike is especially proud of during his tenure are the creation of Chehalem Senior Center and Chehalem Golf Course.

 Mike is married and has three children and three grandchildren.

Mike Ragsdale is active in several civic organizations besides CPRD. He is executive director of the Newberg Downtown Coalition, a member of the Newberg Early Bird Rotary, the Chehalem Valley Chamber of Commerce, the Yamhill County Parkway Committee, and serves on the boards of the Yamhill County Cultural Coalition and the Chehalem Valley Cultural Center Association.

Mike has been involved in community building for many years as an elected official and community volunteer. He represented Washington County as State Representative and State Senator and was the presiding officer of METRO.

Mike is a fifth generation Oregonian. He and his wife Diane live in Dundee with their dog Chi.

In addition to these committee members, the CPRD Board of Directors also serves on the Budget Committee.

The Budget Committee has two openings for two expiring terms. Terms are from when appointed (tentatively scheduled for April 2015) to 2017 – 18. Committee members are appointed by the Board of Directors. In order to be eligible to serve on the Budget Committee, a candidate must be a U.S. citizen, a registered voter, and live within the geographic boundaries of the District.

Applications must be received by 5 p.m. on March 20, 2015. Applications may be downloaded here, or picked up at Chehalem Aquatic and Fitness Center at 1802 Haworth Ave., or CPRD Administration Office at 125 S. Elliott Road in Newberg. Completed applications may be dropped off at either location or submitted by email to kricker@cprdnewberg.org.

NOTICE OF CPRD BUDGET COMMITTEE MEETING

A public meeting of the Budget Committee of Chehalem Park and Recreation District, Yamhill County State of Oregon, to discuss the budget for fiscal year July 1, 2013 to June 30, 2014 will be held at 6 p.m. on the 7th day of April 2015, at the CPRD Administration Building at 125 S. Elliott Road in Newberg, Oregon.

The purpose of the meeting is to receive the budget message and to receive comments on the budget from the public. This is a public meeting in which deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee. A copy of the budget document may be inspected or obtained on or after April 1st, 2015 at the CPRD Administration Building at 125 S. Elliott Road in Newberg, Oregon, between the hours of 9 a.m. and 5 p.m. Monday through Friday. Pursuant to ORS 294.401(5) this information will be available on this webpage.

2014 - 15 Budget 

A summary of the (proposed, now approved) 2014 - 15 budget is presented below, in the Form LB-1. A copy of the detailed budget may be inspected or obtained at Administrative Office 125 S. Elliott Road between the hours of 9 a.m. and 5 p.m. This budget is for an  annual budget period.  This budget was prepared on a basis of accounting that is  the same as the preceding year.
